flash is not borken but my camera doesn't offer the ability to adjust shutter speed or f/stop.

I know we need more light, but when the choice is between annoying the baby with more light and the occasional blurry picture?

I'll take blurry pictures any day.

My first thought was - use the flash.

Then I took at look at your jpg with jhead, which shows that your exposure was 1/8th of a second - quite long to freeze motion. On the other hand, it also says that the flash was on, but the photo doesn't appear that way - I see shadows on her forehead. Is your flash broken? Maybe the exif tag was written incorrectly.

Basically, you need more light. You could also increase your f-stop in order to have a shorter exposure. Something like 1/30 is about the bare minimum for freezing motion without a flash.
